The paper is required to include the following: 1. relevant data pertaining to your topic, 2. specific strategies for using the data, 3. reasoning behind your methodology choice, 4. lists of data options you wish to include in your research plan (for example annual reports, weekly program updates, monthly or quarterly budget information, etc).
The paper should include: 1. sources which are relevant to the topic, 2. research method choice, 3. other sources the student may wish to include. For example, scholarly articles, which address either the topic or methodology and demonstrate an understanding of the purpose and research strategy, current newspaper articles that add depth to your research endeavor, interviews, video samples, websites of other cities’, their programs, or nonprofit programs on the internet.

If you have charts or graphs, add an Addendum. In the body of the paper, insert (Addendum 1) (Addendum 2), but do not include the graphs/charts in the body of the paper. They should be placed at the end, behind the Reference page.
Note: There is no particular number of pages; however, students must address each of the topics in the guide. Therefore, my guess is your paper should be at least 10 pages and no more than 15. The research question, purpose statement, and hypothesis should be on one page.
