Selecting the criteria for evaluating the possible policy options for the public policy problem you have identified is a key analytic step in the policy analysis process. While, as we saw in lecture #4, some rational models suggest that the selection of the criteria be done after identifying the alternative courses of action (e.g., Kraft & Furlong, 2018; Bardach & Patashnik, 2016), thinking through and establishing the evaluative criteria before constructing the alternatives helps analysts avoid the temptation to adjust the criteria so that they favor a predetermined solution later (e.g., see suggested steps in Patton, Sawicki, & Clark, 2012 and this week’s reading by Seavey, Aytur, & McGrath, 2014). In this second assignment for the policy analysis project, you will review and identify the main set of criteria you will use to assess the strengths and weaknesses of your policy solutions later. Below is a chart containing some of the main criteria to consider (e.g., effectiveness, efficiency, equity, etc.) you are asked to fill out.
