Write and post a briefing paper (approximately 300–400 words) that applies Cooper’s prescriptive ethical decision-making model to a case study in which there is a conflict of authority or conflict of interest. The case study can be well known or known only to a few. It may be an event that merited headlines, or it may be relatively unknown. What lessons can you, as a Graduate student, learn from this example? Provide references.

create a background and legislative history about clean energy in Washington DC that reviews and surveys pertinent resources.
The legislative history, in narrative format, should, at a minimum:
Explain the current status of a limited public sector problem and what has been done, or not done, to address the problem.

1. Briefly describe the facts of the case leading up to Bennett being terminated. While supporting facts are necessary for the story to flow, you should concentrate your efforts on the facts that are most important related to whether Bennett was retaliated against for protected First Amendment speech. 2. Using this case and at least two outside sources, thoroughly explain the balance between the public employee’s freedom of speech and the public employer’s right to require limits to that speech. Explain what this case tells us about the public employee’s rights related to free speech. 3. Finally, this case mentions the due process rights HCC afforded Bennett. Using our readings, explain why public employees like Bennett are afforded due process, where that requirement comes from, and what is generally considered adequate due process. Your paper should be double spaced with one 1” margins. There is no minimum or maximum page count. Your grade will be based on how well you explain the concepts and not how long or short your paper is. A complete and concise addressing of the points is welcome. Your reader should not need to be familiar with the case of have an advanced understanding of the law understand the principles you explain in your paper.
You should use the points to be addressed as headers in your paper.

Week 5 Discussion – Local Power Meets International Governance
DIRECTIONS:
1. After reading the article “Polish Towns That Declared Themselves ‘L.G.B.T. Free’ Are Denied E.U. Funds,” how would you interpret the conflicts described in the article based on one of the themes mentioned in Chapter 8 of the textbook? For example, do you see global governance leading to a loss of sovereignty? Global power pushing against a rise in local populism? Global markets leading the way to cultural change? Or some other interpretation? Explain your interpretation, providing support from the textbook, the article, and other sources if desired.
2. Be sure to respond to at least one of your classmates’ posts.
3. Classmates Post: See below.
Sharon Barfield
Local Power Meets International Governance
Based on the article “Polish Towns That Declared Themselves ‘L.G.B.T. Free’ Are Denied E.U. Funds,” the conflicts described can be interpreted through the lens of democratization. The piece clearly demonstrates a clash between fundamental human rights and principles of equality supported by the European Union and discriminatory practices evident in Polish towns. Six Polish towns that have proclaimed themselves to be “L.G.B.T.-free zones” are not eligible for funds from the European Union (Pronczuk, 1, para. 2). This is an uncommon financial penalty imposed by a member state for matters pertaining to the equitable treatment of its residents (Pronczuk, 2). Although only small sums of money, ranging from $6,000 to $29,000, are being withheld, the municipalities’ removal from sponsoring a program that links local communities around Europe was meant to have a more profound symbolic significance (Pronczuk, 2). Therefore, an interpretation of this situation is the European Union showing their upholding of democratic values by punishing those with populist ideas.
At the same time, the conflicts described in the article also reflect a tension between global power and local populism. It is mentioned that both Poland and Hungary have been observed in condoning such populist tendencies. As a result, local populism can be seen as pushing the limits and asserting national sovereignty due to right-wing governments (Casaglia et al., 1). Lastly, in terms of global markets leading to cultural change, there is no explicit discussion of such an aspect. Nevertheless, the stance of the European Union shows the commitment to democratic values where all people rule. A government managed by the people and policies adopted by the citizens should be subject to some degree of public input and influence, which is the rule by the people (Straus and Driscoll, 3). The Union plays a crucial role in establishing the values and supporting the minorities.

Paper 3 Assignment:
In summary format, reintroduce your organization, the ethical challenge you are addressing, and the philosophical principles and obligations that you have stated stakeholders must consider. Refer to your first two papers for this requirement.
Explain with sufficient detail Steps 3–5 of Cooper’s model for ethical decision making:
Step 3: When considering the ethical decision, identify the possible solutions.
Step 4: Describe the likely outcomes for each of these options.
Step 5: Choose what you believe is the best option and, including ethical principles, justify the reason for your decision.
As you envision the implementation of your ethical decision, discuss the:
Obstacles you anticipate
Steps you can take to minimize those possible objections
Organizational structures, policies, or controls which are essential to ensure enactment of your decision
Integrate into your discussion how the decision you identified contributes to positive social change. That is, how does your solution contribute to the advancement of human rights and liberty? How does it contribute to justice and expand equity?
Add a conclusion that summarizes the key elements of your paper.
