Stuxnet, a complex piece of malware designed to interfere with Siemens Industrial Control Systems, was discovered in Iran, Indonesia, and elsewhere, leading to speculation that it was a government cyber weapon aimed at the Iranian nuclear program. 1) Ensure you provide context for the event. This means highlighting the domestic, regional and/or global political situation that is going on. 2) Articulate your understanding of the motives the actor had (e.g.. was it economic, political, espionage, in support of a war effort). 3) Speak to the response of the impacted country(ies). What did they do? Why? If multiple countries were impacted, did they react in a coordinated way or did each one behave differently? Why? If a country did not respond, why not? (This often happens and the lack of a response is interesting as it says something about the goals that a country has or the response may not have been public). 4) Why was this event important?
