Chapter 7 of Kotter’s book Leading Change explains the importance of empowering employees to execute a change initiative. Empowerment is giving someone else the power to make decisions. Kotter talks about the roadblocks to empowering employees, including formal structures, lack of skill, information systems and bosses discouraging actions to create change (Figure 7-1). In your experience (NASA JSC employee), which of these has sometimes impeded empowerment? Are there other things that have impeded empowerment that Kotter does not discuss? Does your organization effectively empower employees and if they do, why do you think they are successful at doing so? What are the problems that have been encountered when lower-level managers or employees are empowered?
