This paper aims to Address the association between homelessness and incarceration, with hope to understand: known metrics determining the effectiveness of programs and services? Lasting affects to mental and emotional health after being incarcerated? Are homeless people unfairly criminalized and unprotected by City/State level practices and policies? How does race and gender-based inequalities contribute to high rates of homelessness?
