We use the term “House” to stand for a Body that has authority. For instance, perhaps you are addressing city counsel, our college, etc.
You will use an annotated bibliography that includes each stock issue (significance, harm, inherency, advantage, Plan, and solvency), and for each issue you need a credible source and reasoning that this issue is supported. You need ten sources total, so some issues may have more than one source, some sources cover more than one, etc.
Make sure that in your introduction, you are stating the resolution and defining/providing historical significance for this resolution (these can be some of your sources – some resolutions are won on definitions alone!). Then follow each of the stock issues, You need to state what issue you are defending orally. Meaning after I have my introduction, I will state, “on significance, according to [evidence], reasoning as to why this issue is winning for your side.” Then, “on harm, …”
