each student will write a three-page essay. Your essay will be single-spaced and 12-point font. Each essay should have the following elements:
Background – Describe the background of the topic; introduce the issue and any needed scientific or policy background.
Equity issues – Describe the equity issues involved in both the problem and, if appropriate, in the policy solution that you will propose.
Policy Recommendation – Propose a policy recommendation. Give an argument for why your recommendation is a good approach to the problem.
Bibliography – This section will not count against your 3-page limit. List references in a bibliography.
