Descriiption: This assignment will provide you with an opportunity to explore how well a school district actually aligns with State policies with regard to supporting and instructing ELLs by researching policies and practices in one specific school district.
Procedure
· Go to the school district’s website. See if you can find the policy for ELLs. (It may be under PDE 3044 program narrative). Compare it with the PDE’s guidelines for planning programs for English Language Learners https://www.education.pa.gov/Teachers%20-%20Administrators/Curriculum/English%20As%20A%20Second%20Language/Pages/default.aspx
· How does the policy compare with the policy requirements in the guidelines? If you cannot find the policy, ask specific questions related to PDE program guidelines for ELLs to the ESL teacher you interview in terms of practices implemented in his/her school/district.
· Search for the following information through the District’s websites, documents, and any other publicly available data.
1. What language groups are represented in the school district and how many students are categorized in each one?
2. What are the District’s procedures for enrollment? If a child is living with an adult other than his/her parent, is s/he still enrolled in an ESL program? Does the district inquire about immigration status?
3. What kinds of ESL services are available to students? How does the district ensure that the services are adequate? How much time do beginning-level students spend per day in ESL instruction? What adaptations do subject-area teachers make for ELLs? What kind of training do subject area teachers receive to help them?
4. Are interpreters available to parents? Are all documents made available in the languages of students represented in the district or only certain ones?
5. What kinds of specialized access programs can ELL students participate in? (Tutoring, afterschool programs, vocational-technical programs, special high school options, gifted and talented programs, etc.) How has the school district informed parents about these programs?
6. What percentage of students in special education are ELLs? Are the evaluations for special education conducted in the child’s native language?
7. What forms of assistance does the school district provide to parents of ELLs who do not speak English? Are there programs specifically created to support multilingual caregivers?
8. Do you believe the ELL students are given adequate support in this District?
Why or why not? Does the District make it easy for immigrant parents/families to find pertinent information and services that are available to them and to their children? Why or why not?
Report your findings about the information that you found to the questions list above and your own reflections and perceptions about the extent to which the District aligns with state policies and supports ELs and their families.
