Objective: For your second paper I want you to concentrate on some very specific topic areas of performance measurement: 1) Mission Statements; 2) Logic Models; and 3) Performance Indicators.
To write your second paper, carry out the following steps: 
Step One: Choose a NYC government agency and one of its programs to work on. You can find a listing of NYC agencies at www.NYC.gov. Or you are free to choose a government agency and program beyond New York City, if you like.

Step Two: Describe the agency and program you are reviewing in the paper. 
Step Three: Create a Mission Statement for the program you are reviewing if one does not exist. To do this use Hatry’s equation provided in the lecture notes for the ninth discussion board.  If a Mission Statement for the program already exists, determine if you can use Hatry’s equation provided in the lecture notes from the ninth discussion board to improve it. Explain what needs to change, or does not need to change, and why. 
Step Four: Build a Logic Model for the program. 
Step Five: Create some performance measurement indicators to support the Logic Model you  have built for the program.
