Please look at the attached monthly historical data showing the number of enrollees, average number of claims submitted each month/week per enrollee, and the average cost per claim for one of New Jersey’s prescription drug assistance programs. (Each claim represents an enrollee having a drug prescription filled)
• Where do you see costs headed in the next two years?
• What is the main driver of the increase or decrease in costs during this period?
• If you were able to freeze either enrollment, claims per month, or cost per claim at their May 2017 level, which would you choose and why.
• What specific steps could be taken to achieve your recommended course of action?
Please take into account not only the fiscal impact of each, but that there would be a real life impact on one of three groups: those people who would like to join the program, those already on it, and the companies supplying the pharmaceuticals. What are the constraints (political and otherwise) on making changes to the program?
