At a recent city council meeting, the mayor ordered the police chief to demote 17 officers who had recently been promoted after receiving perfect scores on their promotion tests, with an average of 97% on their interviews. The mayor then ordered the police chief to promote more than 20 other officers in their place, despite the fact that 17 of the identified officers had scored significantly lower on the promotion tests than the officers who were recently promoted.

While at the meeting, the police chief refused to demote the promoted officers because the promotion tests and interviews used for assessing their qualifications had objectively been validated and proven reliable. Immediately following the meeting and its city-wide live stream viewing, the police union filed a formal notice that they would file a lawsuit on behalf of any police officer who is demoted from a legitimately earned promotion if the role is otherwise given to an officer with significantly lower scores on the same tests.

The next day, a workplace violence incident took place. A shooting resulted in the deaths of 9 people, including 1 police officer and injuries to 15 others. Two perpetrators were identified, both of whom died by self-inflicted gunshot wounds. An internal investigation determined that the perpetrators used high technology to scramble the radio signals on channels used by police, resulting in compromised communication among the responding officers. Additionally, the two perpetrators were found to be wearing full body armor.

In response to the internal report, the city’s mayor suggested in a press conference that the police chief had not properly monitored staff nor emphasized the need to prepare officers with adequate reality training for responding to calls of workplace violence involving firearms. At the end of the press conference, the mayor announced the firing of the police chief as a result of the failure to respond appropriately to the workplace shooting. No prior notice was given to the chief or to the department. The police chief is well respected within the community and was a popular figure within the department, other than the public disagreements with the mayor on issues involving hiring and promotion of individuals from minority groups within the department.
