Expanding Horizons: Embracing Small Pets in University of Maryland Dorm Rooms
Write a Letter of Transmittal to Patricia Perillo, Ph.D. Division of Student Affairs 2108 Clarence M. Mitchell, Jr. Building Phone: 301-314-8428 This should be a one-page letter with the idea that small pets should be allowed in the University of Maryland Dorm rooms. It reviews the purpose and scope of your proposal, evidence from your research to support your conclusions and a summary of your recommendations.
Title Page: This is the name of your proposal. Make sure that the name of the person to whom you’re making the proposal appears here, too (e.g., “Why More Flexible Dining Plans Would Benefit Students, prepared for C. Montgomery Burns, Director of Dining Services, University of Maryland”).
Table of Contents: Do not include the letter of transmittal or title page in the table of contents. And unless you’re using many visuals (charts, tables, etc.), you do not have to list them here.
Executive Summary: Use the attached example to write the one-page executive summary, which should NOT contain personal pronouns like “me,” “my,” and “I.” The executive summary should be about one-tenth the length of the overall proposal.
Write a business proposal to the University of Maryland about why small pets such as hamsters, goldfish, and gerbils should be allowed in the University of Maryland dorms. Start with an introduction to the topic, then a background covering the importance of having small pets in college dorms. Make strong arguments for why this is important. Then, anticipate some counterarguments that might come up by the decider. Support each statement with research and evidence. I have provided a survey below using the answers from the survey as a reference to make substantial arguments and leave the reader with little or no reason not to do as you propose. Then, sweeten the deal for the University of Maryland and let the decider know what is in it if they allow the student to keep small pets, such as hamsters, goldfish, and gerbils, in the dorms, including benefits like a higher retention rate, higher graduation rate, students overall health and well-being etc.

If no, what are your concerns about allowing small pets in dormitories?
Distraction to students
Overall cost of maintenance in addition to the undue increase risk of liability to property damage or other damages that keeping pets brings to the students and University.
So I have two pets myself. I am also an ADS student. As such I have been around several service animals. There is a very strong difference between a therapy animal and service animal. This difference on where they are allowed is very important. Most small dogs are not well trained and people do not pay attention to their animals when out and about. This causes a lot of issue for those with service animals in public places like the grocery store or their dorm room. People think “oh it is a small dog, it will be okay” but all the barking can eventually distract an service animal and aggressive behavior is still aggression no matter the size. In addition, roommates should not become responsible for the other person’s pet and this does happen. If you are looking to have small animals on campus to help with mental health or reduce stress, you might want to look into AKC therapy clubs that can come onto campus.
Then anticipate counterarguments from the decider, and leave the reader with little or no reason not to do as you propose. It is critical that you address — and refute — counterarguments throughout the proposal! Then, sweeten the deal for the University of Maryland and let the decider know what is in it if they allow the student to keep small pets, such as hamsters, goldfish, and gerbils, in the dorms, include findings like more money for the university, the benefits of higher retention rate, higher graduation rate, students overall health and well-being etc.
Visuals: Your proposal should contain at least one visual. It can be a graph, a chart, a picture, or any other appropriate graphic. Incorporate the visual(s) within the text. However, don’t crowd the visuals on the page. Make sure to label all visuals clearly. (And please don’t pad your proposal with tons of visuals; I’m going to notice if there’s too little actual writing!) I HAVE A SURVEYMONKEY WHICH I WILL GIVE ACCESS TO FOR THIS SECTION.
Conclusion: This statement should consist of a summary of your recommendations. Be careful not to introduce any new information in the conclusion. This isn’t the place for it.
Appendix: This section is optional. You should put survey or interview questions in the appendix if you feel they’re necessary, along with any other supplemental materials — e.g., an organization’s internal data — you believe to be pertinent. (Depending on your individual project, an appendix may not be necessary.)
Works Cited (or Bibliography): You are required to consult at least 10 sources for this project. Acceptable sources include self-conducted surveys (such as via SurveyMonkey); interviews that you’ve conducted; books (remember those?); online articles; newspapers and magazines; reputable videos or other media clips; brochures and pamphlets, etc. If you’re using the bibliography from the annotated-bibliography assignment, be sure to delete the annotations!
