One of the most controversial current proposals in the debate on growing wealth disparity is Universal Basic Income UBI.
The idea of UBI is that the government writes a flat check to each of its nation’s citizens every year as a kind of dividend for living in society. It’s like partial welfare for all.
Generally, there are two theories as to how to use UBI, and they are not necessarily mutually supportive.
One theory is that UBI will be a necessity in the future as the automation of the workplace reduces the number of living wage jobs below the number of qualified workers. In this scenario, roboticization simply takes over too many functions, and the means of production become so efficient, that the economy has access to far more quality workers than are needed to fulfill all of the jobs. Therefore, we will need to find some way to keep a significant percentage of our population out of abject poverty.
Another theory of UBI does not see it as income for a future massive unemployment crisis, but rather as a substitute for the modern welfare and social security state. Essentially, in this version of UBI, everyone would be given a set amount of money, but that money would replace current government distribution programs such as Medicaid, Social Security, or any kind of Universal Health Care program. In this way, citizens are given something of a block grant, but it is their responsibility to use it in the best way for their interests.
I will give some links to begin reading about UBI, but you also need to do your research to flesh out your understanding of the theory, its drawbacks, its rationales, and its uses. Choose an issue. Look up at least 3 articles about the movement.
This assignment will go into 3 parts:
Does UBI work, in any possible way, with our social contract? Notice that you will need to explain and defend your understanding of the American social contract. If it can work in some ways with our social contract (perhaps one of the two theories are ok within our social contract, or both, or some other application not being popularly argued) then explain how it would do so.
Is UBI – whether you like it or not – the best solution for either future automation-related unemployment or social programs? If not, what are better alternatives?
Finally , I want you to focus on an ethical issue in the work field IT Define the issue and evaluate the effect that adoption of UBI might have on that issue if it were to become law. Some suggested issues might be poverty and crime, universal health care vs private health insurance, the impact of automation (notice that many high-end tech people are supporting this idea!), or corporate responsibility.
