Topic essay- The bulk of the work for this course will be comprised of a progressive paper, analyzing the process by which a policy was changed or modified.  This essay is a short 2-3 page double spaced discussion of the policy change you are selecting to analyze.  The policy change can be at any level of government (national, state, or local), but I encourage you to analyze a policy episode that makes sense for professional development purposes (i.e., a policy episode in the town or county you reside).  This paper should briefly introduce the policy issue to be analyzed, briefly summarize the history behind the particular policy change instance you will be considering, and should include a clear description of the policy venue (i.e., bureaucratic decision by the EPA or a city council decision by the City of Raleigh) you will analyze.  Essays should utilize citations where appropriate.
In addition to your topic proposal, students should include a list of five authoritative sources (i.e., government databases, government meeting records, government documents, professional association reports, think tank reports, academic articles, etc.) for gathering information about the policy episode. You only need to list these sources at this point in time utilizing APA format.
