This paper should briefly introduce the policy issue to be analyzed, briefly summarize the history behind the particular policy change instance you will be considering, and should include a clear description of the policy venue (i.e., bureaucratic decision by the EPA or a city council decision by the City of Raleigh) you will analyze. Essays should utilize citations where appropriate.
