1. In Newton, Connecticut, on December 14, 2012, a mass school shooting occurred in Sandy Hook Elementary School. According to the National Incident Management System, this would be considered “a Type 3 incident,” (FEMA, 2021). “Type 3 Incident Management Team (IMT) or incident command organization manages initial action incidents with a significant number of resources, an extended attack incident until containment/control is achieved, or an expanding incident until transition to a Type 1 or 2 team,” (FEMA, 2021). 28 people died and 2 were injured. “Out of the 28, the gunman, fatally shot 20 children and 6 adults at the school,” (Britannica, 2023). The other two are his mother who he killed prior to reaching the school, and then himself after the mass school shooting. He breeched the school’s safety protocol in which he fired shots into the school’s locked entrance. The teacher and staff had their training resources in which they know “if the active shooter is nearby: • Lock the door • Silence your cell phone and/or pager • Turn off any source of noise (i.e., radios, televisions) • Hide behind large items (i.e., cabinets, desks) • Remain quiet ,” (US Department of Homeland Security, 2018). It signaled an emergency lockdown to follow the school’s safety protocol in which a call is sent to the police station, all teachers and staff have to lock their doors, barricade the doors, hide the students, and keep quiet. No one is allowed to enter and exit the room in which they are in. However, it was not enough to keep the gunman from fatally shooting his 26 victims. Although the police were able to arrive within a few minutes after the phone call, the gunman was able to shoot his way through the doors of two classrooms and fire a round of 154 shots. The safety protocol was successful in maintaining the children and staffed locked and hiding, but the doors were not strong enough to not break down when dozens of bullets are being fired. I think there should be bullet proof doors to prevent lockdown from being breeched. I also think there should be emergency bullet proof vests in every classroom, the same way there are life vests on boats, and parachutes on planes.

2. Critical incidents occur all around the world. Some critical incidents include hostage situations, mass shootings, multiple-vehicle or mass transit accidents with multiple critical injuries, and disease outbreaks. It is essential to always be prepared, follow protocols, and ensure it is implemented successfully. One local critical incident in the United States was the 1991 Sacramento hostage crisis. On April 4, 1991, employees and customers were taken hostage at an electronic store in Sacramento called Good Guys. They were held hostage for approximately eight hours. Four gunmen took 41 people hostage. The hostage-takers demanded millions of dollars and wanted to talk to the president and ask for a helicopter to fly them to Thailand (Flores, 2022). They were part of an oriental gang; out of the four, three were brothers, and one was their friend. By the end, three hostages had died, along with three of the suspects, and eleven hostages were wounded. During the scene, the captives were trying to make negotiations with the gunman, but they were unable to as they had no consistent demand. Eight hours after failed negotiations, a member of the sheriff’s assault team fired a shot through the store’s glass door as other officers dropped through the ceiling and started to shoot (Daniels,2019). I believe some protocols during this incident were unsuccessful because it took about 8 hours for Officers to act. I think every employer should have signs prepared for critical incidents to have help sent out immediately. It is essential to always remain calm during incidents like this and try their very best to negotiate with the shooters. The first responders need to assess the scene quickly, approach the area cautiously, and attempt to isolate and rescue the captives while arresting the active shooters safely.
