Regrading program evaluation, it is vitally important to allow room for consideration of outputs vs outcomes. Indeed, the output component of any program is crucial to the programs success. However, the ultimate goal for any organization should be sustained success as the outcome for any of their programs. For organizations to achieve the desired result of longevity, program evaluation requires a significant investment from the organization.
Prior to the evaluation process, evaluators must have a thorough understanding of the organizations goals for their programs, thus allowing the evaluator to determine the areas of improvement. If organizations are intent on program evaluation, there must be investment on the part of management. Evidence suggests that a significant component of the evaluation process includes monitoring. Monitoring refers to a regular collection of data and the process of checking that data at certain points throughout the evaluation process. After data collection, evaluators provide management and key stakeholders with the comprised data to show program performance related to stated objectives and goals (Kelly & Rodgers, 2022, p.7). It is important to note that data collection can only occur when organizations are transparent. Further research suggests that dissemination of information and transparency, helps to achieve the goal the company sought, which is often internal improvement (Tyler, 2005).
Once evaluators better understand organizational goals, and collect data during the monitoring process, determining whether the organization should focus on outputs or outcomes becomes central to the evaluation process. Research suggests that from a managerial standpoint, both outputs and outcomes are vital to a programs success. However, program evaluation should focus more on outcomes because when it comes to implementation, there has to be an understanding of what works in terms of service rendering and services received by the targeted demographic, such as equity and fairness on the part of gender, age, race, and income (Kruijf et al., 2017). As discussed, both output and outcome are crucial to a programs success. Organizations are wise to remain transparent with evaluators to ensure that successful program evaluation can take place.

When determining the focus of an evaluation, should you focus on the outputs, the outcomes, or both?
Program outputs are the activities, services, events, and products that reach the program’s primary audience, and outcomes are the results or changes related to the program’s intervention experienced by the primary audience.
You have to take stock of both program outputs and program outcomes. Program outputs are essential in providing quality care and service to your clients, and you want to have a good staff with professional experience and the proper credentials and qualifications for the position.
