Apply Social Contract Theory to answer the following question:
Should police departments change the duties of police officers to exclude calls better handled by a combination of social workers, domestic violence experts, mental healthcare experts, and child welfare experts?
The idea is that police would focus on violent crimes and other illegal actions. Other calls for help would be directed to the appropriate experts. Police and 911 operators would be given training to determine if they need assistance fromthese experts, and the experts would be given training to determine if they need police assistance.
