How do interest groups/think tanks approach the issue? Find and discuss two. What is their approach or bias?
What are the pros and cons of each, in your view?
How would you propose to fix it? What would that look like as a constitutional amendment? From what approach are you coming (ideology, partisanship, etc.) Identify your own bias.
