This essay is worth 150 points. The essay should be between 5-7 pages, double spaced. To achieve a high grade, students must address all aspects of the prompt; and gather, analyze, and display evidence from a broad swath of readings, lectures and discussions to produce a persuasive argument. Be sure that for every argument or point you make in your essay, you explain why you have come to that conclusion, citing the course materials along the way.
Prompt: Throughout the course, there runs a deep tension between efficiency and liberty. The political theorists of the first question of the class pondered this balance between creating governing structures that produce economic efficiency at the expense of some liberties. Several of the public administration theorists of the second half of the class argued for the virtues of administrative efficiency and gave recommendations for how to achieve it. But Dwight Waldo has us ponder: Should efficiency be our goal? Describe and document the tension between efficiency and liberty throughout the course and give me an answer to Waldo’s question: Should “efficient” administration be that which we strive for? Or is the cost to liberty and democracy too great?
