This essay is for a disaster management program. the goal is to investigate the 2003 European heatwave which had in excess of 70,000 casualties. In developing effective public policies that will combat deadly reiterations of 2003, we need to examine the sources of previous failure, define applicable structural and non-structural mitigation goals, identify steps taken in the ensuing two decades, forecast future weather patterns based on present conditions and expected changes, and establish additional measures that will become necessary as climate change accelerates and intensifies. I can include a short essay proposal, a preliminary introduction, and the initial bibliography.
