This order aims to test the knowledge and understanding of key concepts, ideas and models underpinning the procurement and purchasing functions of an organisation:
You have been employed as a consultant and asked to write a Consulting Report for the Trustees of the British Broadcasting Corporation (BBC) on the success or failure of procurement of the Digital Media Initiative (DMI). As a consultant writing the Consulting Report, you must prepare your Consulting Report based on the 6 tasks listed below. This means your Consulting Report must be sectioned into 6 parts that hold your understanding and analysis of the DMI project and its outcome.
Task 1: Provide an appropriate Introduction and overview on What is DMI? (400 words)
The Digital Media Initiative (DMI) was a British broadcast engineering project launched by the BBC in 2008. It aimed to modernise the Corporation’s production and archiving methods by using connected digital production and media asset management systems. After a protracted development process lasting five years with a spend of £98 million between 2010 and 2012, the project was finally abandoned in May 2013. The timeline of DMI development was:

February 2008 DMI promoted by the director of BBC Technology Ashley Highfield; BBC Trust approves scheme and £81m funding. The project is outsourced to Siemens.
December 2009 Siemen’s contract is terminated in a £27.5m settlement; BBC losses amount to £10.7m. The project is brought in-house.
March 2010 New DMI business plan rejected by the BBC Finance Committee
February 2011 National Audit Office criticises the DMI project
June 2011 DMI is partly outsourced to a consortium of three IT companies: Computacenter, Mediasmiths & Vidispine.
May 2013 BBC cancels DMI

As a consultant you are required to provide an introduction and overview of what the DMI was, using the information provided by the BBC as well as reliable, reputed peer-reviewed articles that have researched the project.
Task 2: Refer to the Report of the National Audit Office (NAO) and make sure that this NAO Report adequately informs the Consulting Report you prepare – the link to the NAO and others links are given below (400 words):

Task 3: Analyze Procurement and purchasing models, concepts and ideas (400 words):
In writing your Consulting Report, as a consultant, you are required to make generous references to any relevant models, frameworks and illustrated concepts and ideas you can use to link DMI with related theories, models, frameworks etc…
Task 4: Make evident the scope of your diagnosis and the soundness and coherency of your discussions (400 words):
As a consultant, you are required to appropriately diagnose and make sense of the issues and problems which affected the procurement of the Digital Media Initiative (DMI) project. As part of the diagnosis, you are also required to provide a realistic SWOT analysis of the DMI.
Task 5: Conclusions and recommendations (400 words):
A Consulting Report always comprises key conclusions and recommendations to the organization and/or the management. Similarly, your Consulting Report should include conclusions and 4-6 crucial recommendations to the management of the BBC and similar industries.
Task 6: Format and Referencing (400 words):
Your Consulting Report needs to be presented in an appropriately formal, academic format with an introduction, main body, conclusions and recommendations supported by Harvard referencing.
You should use at least 8 peer-reviewed journal articles from the last few years (especially when critiquing key concepts, theories, and frameworks of procurement in supply chain management).
Notes :
– The Consulting Report must be in MS Doc or MS Docx format with simple sub-headings. The word count should be 2,400 words +/-10% (tables, diagrams, figures and /or appendices are excluded from the count).
-The Consulting Report must be written in Times New Roman, 12pt, single-spaced and with 2-inch margins.
i) Critical analysis skills with respect to procurement management practiced in a business organisation’s supply chain
ii) the quality of the writing must be in the context of a consulting report
iii) Presentation of the case and the extent to which it aligns with real-world Consulting Reports submitted by real-world consultants
