In this assignment, you will identify a key area/issue in global public policy in one of the issue areas covered in the course – health policy, poverty and economic inequality, climate change/the global environment, or migration. Students will have to submit an initial proposal for their topic and theme on Tuesday, October 26. Your area/issue can be the same as the one your group is responsible for (see below), but you can choose another area for this analysis. Your analysis/proposal should be about 13-15 pages in length, and is due on Tuesday, December 14 at 8 pm. (The paper should be uploaded to the course Blackboard site.)
The format for the policy analysis and proposal is flexible and should be adapted to the issues, problems, and policies you focus on. However, each paper should have the following four (4) elements:
1. Identify a key issue area in global public policy and the major problems or challenges in that area.
2. An analysis of the existing policies and most important actors in this issue area, with a focus on the key problem/challenge you have identified.
3. An evaluation of the current state of global public policy in this area. In many or most cases, you will have to focus your analysis on a subset of policies that are addressed to a particular set of problems in that issue area.
4. A proposal for an alternative policy approach to better address the issues/problems at stake.
The structure and organization of the paper will vary depending on the issue area and problem that is your focus. For example, you may identify a problem or issue where there is currently no real global public policy-making; here, there would be more emphasis on explaining why there should be policy to address this area and what it should be. Or, your issue or problem might already be the focus of a great deal of policy-making; here, your emphasis would be on evaluating existing policy and proposing policy change.
