Using the following website: https://www.nasen.org find a program for your state:
The table from Unit 7 highlighted in table form the key points from the research literature and should be using in thinking about the issues, both ethically and methodologically, concerning developing a NEP/SEP program evaluation.  Drawing on the previous Program Evaluation assignments (1-4), and using where you live as the hypothetical case, submit a two-to-three page report (single-spaced, 1” margins) that does the following:
Make sure, you look and see what the program actually does in terms of services.  Consider the mission of the program if it is listed, and then discuss what an evaluation could look based on what has been learned in PA 502/503, the research you have examined concerning SEP/NEP programs, as well as addressing ethical and pragmatic issues, generally speaking, but also in terms of what an assessment team must be cognizant for the local program.  People who could possibly be on the assessment team are the audience of the paper.  This is where the social, economic, cultural, demographics, etc., for the local area could play a role in how a program evaluation is developed and conducted (and should be discussed).  Make sure to provide adequate detail for the area along with the research to indicate what should be considered regarding a program evaluation for the program you chose.
Items to include in Paper (Be sure to use headings and subheadings to identify each section of the report)
Problem Statement: Provide a high-level overview of the problem.  The problem should be related to the problems researched in the articles you reviewed this term.  You will be showing how previous research can be used to address the problem.
Program Description: Describe the program focusing on how it will address the problem.  In your narrative, show how the program is consistent with the agency’s mission.  Identify the major program activity that will be used produce the desired output/outcome.
Purpose of the Evaluation: What kind of program evaluation is being proposed?  Will this be a formative, process (description, monitoring, quality assurance), or outcome evaluation?  Define and describe the specific type of program evaluation.  Reference material from Royse, Thyer, and Padgett to support your definition and description.  Why is the evaluation necessary?  What is the focus of the evaluation? Be specific.
Literature Review: Only the assigned articles from this term will be used in the literature review.  Use the published research to show why the proposed program evaluation is needed.
Example of using the literature to support a quality assurance evaluation: Each of the articles we read this term explained how a needle exchange program has some output.  None of the researchers explored whether the processes used to administer the program had any effect on the output.  The literature review would show the need for a quality assurance evaluation.
Methodology: In this section you will describe how you would go about implementing the recommended program evaluation.
Design:   Use a Single System Research Design.  Describe the SSRD.  What is the advantage of using the identified SSRD?  Why this SSRD and not some other type?
Sampling: Who or what is being studied?  How will the subjects be selected?  How many? What are the essential characteristics of the sample subjects?
Data Collection:  Identify the primary independent and dependent variables.  What data will be collected for each?  Evaluate the face validity and reliability of the primary independent and dependent variables.  How will the data be collected?
Data Analysis: How will the data be analyzed?  Select a statistical technique we studied this term.  Explain how you will use it to evaluate the data.  What are the advantages of using the technique?  What is a drawback?  What statistical techniques (if appropriate) will be used?
Results: There will be no results since the evaluation will not be implemented.  However, if it was implemented, what would success look like?  The definition of success must be consistent with the problem statement, purpose of the program, mission of the organization, and supported by the collected data.  What will you need to find in the data to conclude the program is working?  What chart type would you used to explain the results?  What descriptive statistics will you use?
Ethical Considerations:  Use the assigned sources from the term to address the following: Compensation and Incentives, Cultural Issues, Pragmatic Issues, and Political Issues.  This means that within the Ethical Considerations section (properly identified in your paper), you will have four subheadings – one for each of the aforementioned issues.   For each issue (Compensation and Incentives, Cultural Issues, Pragmatic Issues, and Political Issues), identify the single most important topic as it applies to your program.  The application of each topic needs to be specifically tailored to the program you are evaluating. For example, a topic related to Political Issues might be some influential stakeholders who are opposed to the program.  Provide a brief overview of how will address the challenge.  The overview needs to be supported by referencing the text and the assigned articles for this term.
Make sure to be clear, concise, and organized.

Dr. William Jones has been the director of the health center clinic at East-Sout

Dr. William Jones has been the director of the health center clinic at East-Southern Kentucky Community College (ESKCC) for about six months. Having been a part of a much larger medical center in the past, he has seen the benefits of total quality management (TQM) and feels that it would help improve the operations at the ESKCC clinic. He has made some positive changes to the staffing of the clinic but now feels that he must tackle making improvements to its operations. Consequently, he has created a TQM team (of which you are a part) and has made certain that they have received the necessary training to start examining the various processes within the health center’s operations.
The ambulatory health service department of the ESKCC health center clinic has received increased complaints from the ESKCC student body and staff concerning the services it offers in its walk-in urgent care clinic. Dr. Jones feels that this center would be an excellent starting point for the TQM team.
The Data
The team is presented with the following data regarding student/staff complaints:
Patient Complaint DataMonthComplaint Type 1Complaint Type 2Complaint Type 3Complaint Type 4Complaint Type 5Complaint Type 6Total VisitsSeptember3141174813115841October21278411152971November1148112428311175December7144121738121042January153012141741671February21626128511631March27951623641512April4734313153781May421217182473Total248402872091543119097Complaint Type DescriptionsComplaint TypeComplaint Description1The quality of service received.2The waiting time was too long.3Follow-up care was not available.4The clinic was hard to find in the health center.5The medical care/treatment took too long.6The medical center could not find the individual’s medical records.
The Patient Review Process
The process for a patient (either a student or a staff member) coming in because of a problem is as follows:
When a patient arrives at the clinic, the patient first sees the receptionist, who checks to see if the patient was seen before. If so, the receptionist pulls the medical record from the file. If the patient is new, the receptionist has the patient complete the necessary forms and creates a medical record.
Patients are seen by the physician in the order they arrive. If one of the two examination rooms is empty, the nurse escorts the patient to the examination room and records the patient’s medical complaint. If no examination rooms are available, the nurse escorts the patient to a waiting area until an examination room is available.
When the patient is in the examination room, the nurse performs routine tests. The nurse then writes the complaint and findings on a medical examination form, a form that will be subsequently filed with the patient’s medical record.
The physician examines the patient and orders medical tests, if necessary. A diagnosis and treatment plan is presented to the patient by the physician; a written copy of this plan and any other appropriate instructions are written on the medical examination form.
When the physician releases the patient, the patient returns to the receptionist, who prepares a bill. If the patient has health insurance, the bill is sent to the health insurance carrier.
The patient leaves after either paying the bill (by cash, check, or credit card) or signing the forms to authorize payment by his or her health insurance company. If the health insurance company refuses to pay or partially pays the bill, the receptionist bills the patient by mail. Any patient with an unpaid bill or bad credit history is refused subsequent treatment until the old bill is paid.
Instructions
As a member of the ESKCC TQM team, you are asked to put together a report that recommends improvements to the overall patient process. Create a 4–6 page report in a Word document (copy and paste any charts created in Excel) addressing the following tasks:
Construct a Pareto Chart for the data regarding complaints to the health center that is presented in Table 1. Describe two conclusions from examining this data.
Develop a control chart for the waiting time complaint (complaint #2). Explain how the control chart is developed and show the calculation process.
Illustrate the causes for Complaint #2 in a fishbone diagram. (Note: refer to the readings for examples.)
Develop a flow chart for the process that the clinic uses for a patient who comes into the ambulatory center. Draw two conclusions from examining the flow chart regarding either or both of the following:

How the process affects the patient.
Potential sources of unnecessary complexity.

Determine three improvements to streamline the patient process based on the insights that you gain from examining the process flow chart as well as your understanding of total quality management concepts from your course readings.

Assume you have just retired as the CEO of a successful company. A major publisher has offered you a book deal. The publisher will pay you $1 million upfront if you agree to write a book about your experiences. You estimate that it will take three years to write the book. The time you spend writing will cause you to give up speaking engagements amounting to $500,000 per year. You estimate your opportunity cost to be 10%.

Should you accept this deal? Plot a diagram that measures NPV (on the y-axis) vs. discount rate (on the x-axis) to solve this problem. (Hint: Have your scale on the x-axis go to 50% (discount rate)).
Determine the IRR for this deal. (Hint: IRR is the point at which NPV = 0)

Suppose you inform the publisher that it needs to sweeten the deal before you will accept it. The publisher offers $550,000 advance and $1,000,000 in four years when the book is published.

Should you accept or reject the new offer? Again, plot a diagram that measures NVP (on the y-axis) vs. discount rate (on the x-axis) to solve this problem. (Hint: Have your scale on the x-axis go to 50% (discount rate)).
Determine the IRRs for this deal (Hint: There are two IRRs for this problem).
Discuss if the IRR rule for making budgetary decisions can be used in this case.

Finally, you are able to get the publisher to increase your advance to $750,000, in addition to the $1 million when the book is published in four years.

Should you accept or reject this new offer? Again, plot a diagram that measures NVP (on the y-axis) vs. discount rate (on the x-axis) to solve this problem. (Hint: Have your scale on the x-axis go to 50% (discount rate)).
Determine the IRR for this deal.

State three conclusions regarding the use of IRR vs. NPV that you can make from questions 2-4. Which is the stronger method to use (IRR or NPV), and why?

Final Project Assignment Instructions
Scenario Background:
A marketing company based out of New York City is doing well and is looking to expand internationally. The CEO and VP of Operations decide to enlist the help of a consulting firm that you work for, to help collect data and analyze market trends.
You work for Mercer Human Resources. The Mercer Human Resource Consulting website lists prices of certain items in selected cities around the world. They also report an overall cost-of-living index for each city compared to the costs of hundreds of items in New York City (NYC). For example, London at 88.33 is 11.67% less expensive than NYC.
More specifically, if you choose to explore the website further you will find a lot of fun and interesting data. You can explore the website more on your own after the course concludes.
https://mobilityexchange.mercer.com/Insights/ cost-of-living-rankings#rankings
Assignment Guidance:
In the Excel document, you will find the 2018 data for 17 cities in the data set Cost of Living. Included are the 2018 cost of living index, cost of a 3-bedroom apartment (per month), price of monthly transportation pass, price of a mid-range bottle of wine, price of a loaf of bread (1 lb.), the price of a gallon of milk and price for a 12 oz. cup of black coffee. All prices are in U.S. dollars.
You use this information to run a Multiple Linear Regression to predict Cost of living, along with calculating various descriptive statistics. This is given in the Excel output (that is, the MLR has already been calculated. Your task is to interpret the data).
Based on this information, in which city should you open a second office in? You must justify your answer. If you want to recommend 2 or 3 different cities and rank them based on the data and your findings, this is fine as well.
Deliverable Requirements:
This should be ¾ to 1 page, no more than 1 single-spaced page in length, using 12-point Times New Roman font. You do not need to do any calculations, but you do need to pick a city to open a second location at and justify your answer based upon the provided results of the Multiple Linear Regression.
The format of this assignment will be an Executive Summary. Think of this assignment as the first page of a much longer report, known as an Executive Summary, that essentially summarizes your findings briefly and at a high level. This needs to be written up neatly and professionally. This would be something you would present at a board meeting in a corporate environment. If you are unsure of an Executive Summary, this resource can help with an overview. How to Write an Executive Summary That Gets the Job Done 2023.pdf
Things to Consider:
To help you make this decision here are some things to consider:
Based on the MLR output, what variable(s) is/are significant?
From the significant predictors, review the mean, median, min, max, Q1 and Q3 values?
It might be a good idea to compare these values to what the New York value is for that variable. Remember New York is the baseline as that is where headquarters are located.
Based on the descriptive statistics, for the significant predictors, what city has the best potential?
What city or cities fall are below the median?
What city or cities are in the upper 3rd quartile?
