The purpose of this assignment is to prepare a paper for the Combatant Commander to use in testimony before congressional committees and in meetings in Washington regarding Kaliningrad using the Strategic Estimate for the Baltic Region. This paper replicates a typical action officer dilemma of having too much information to fit into the confines of the required format.

As a minimum, the essay must cover the following points:
a. The context of the current criticism of the existing DOM.
b. The strengths and weaknesses of the DOM with respect to military capability.
c. Key recommendations and suggested improvements to the DOM.
The Essay should evaluate the existing model, consider amendments and/or alternatives, with justification. It must include:

Background:
The Russo-Ukrainian War started in February 2014, when Russia annexed the Crimean Peninsula and increased support for pro-Russian separatists in the Luhansk and Donetsk oblasts. After 2014, the conflict covered a wide spectrum: including naval incidents, cyberwarfare, disinformation campaigns, and of course military activity. Russia launched a full-scale invasion of Ukraine in February 2022. Political leaders as well as military and political commentators all over the world predicted a short war – one lasting perhaps two to three months at most.
Essay question:
Write an essay on why – after eighteen months – Russia’s operation has failed to achieve its aims.
