In the move towards giving legitimacy to the private security system in the world of homeland defense, the public system has slowly, but surely, moved towards a partnership mentality, finally concluding that their resources are incapable of completing the job alone. This partnership can certainly change the scope of how risk is perceived and addressed.

Review the following statement: “Many times, public law enforcement agencies often do not possess complete intelligence information, enough manpower or enough funding. Generally, only the largest police agencies possess these resources. The large and growing private security industry is armed with considerable and often sophisticated resources to deter crime and prevent other losses in ensuring safety and security.” Is this a fair and rational assessment of how necessary private participation and partnerships are in homeland defense? Provide an example as to why or why not.

For this assignment, instead of looking at an intelligence problem, you will look at an intelligence failure. To get started, check out the Foreign Policy article linked below. The article highlights 10 of the biggest intelligence failures in US history. You are to select one of those failures as the subject of your paper. Also note, that this is not intended to be a critique of any presidential administration past or present. Instead this is an analysis of the analytical pitfalls that led to the intelligence failure. This paper should include the following elements:
Title page
Introduction with strong thesis statement
Background and analysis of the intelligence failure
Assessment of which analytical techniques learned in this class could have prevented the failure (you may discuss more than one)
Conclusion
Bibliography

Finalize your HSEM strategic plan by incorporating the feedback you received from
your classmates and instructor. Your final plan should be a 3 page paper.
Your final plan must include the following items:
Introduction: Provide background about your fictitious organization. Provide an overview to set the stage about the threats and hazards this organization faces and any immediate issues or problems that serve as drivers to the desired outcome. If you are writing for a public safety, security, or emergency management division of a larger organization, describe how many staff are on the team and any other details that may influence decision-makers about allocating resources to implement your plan. Describe the strategic issues that influence the organization’s purpose and long-term agenda.
Vision statement: Describe the desired end result of your efforts five+ years from now.
Mission statement: Describe the HSEM mission for the organization.
Core Values and values statements: Describe at least three (3) core values with defining statements.
Strategic objectives: Describe at least three (3) objectives.
(Optional) Tactics or Action Items: You are not required to include tactics or specific actions or deliverables at this stage, but if you would like to include them, nest them underneath the strategic objectives that coincide with the actions.
Conclusion: Incorporate the following reflections into your conclusion:
Additional Resource: Cite at least one of the additional research resources for HSEM plans that you used. Explain what value you found in this resource to create your plan.
Editing Improvement: Describe at least one edit from the draft version you made based on the feedback you either gave or received from the instructor or classmate(s) and why that change improved your plan.
Lesson Learned: Explain one important lesson or insight you learned from this exercise that will be valuable for writing strategic plans in the future.
Support your statements with evidence from the required studies and your research. Cite and reference your sources in APA style.
Formatting Instructions:

This is an essay assignment of five questions to test knowledge and assimilation of the course objectives. You may use any of the texts, readings from this course, and outside material that is academic.
1. Use two references and, in your words, define Weapons of Mass Destruction.
2. Explain Sanctions against Foreign Persons as presented in Executive Order EO 12938. Describe how EO 12938 has or has not reduced the threat from WMD.
3. Compare and contrast the terms counter-proliferation, non-proliferation, and consequence management. Provide examples of each.
4. Compare and contrast the two articles in the week 3 readings by Al Mauroni. These include his 2010 article, A Counter-WMD Strategy for the Future, and his 2022 paper, Envisioning a New Strategy to Counter Great Power Use of Weapons of Mass Destruction. Has his perspective changed? In what way?
5. Do Weapons of Mass Destruction pose a threat to the United States? If so, where does the most significant threat stem from? Identify a specific nation or group and justify your selection using references.
