The article highlights 10 of the biggest intelligence failures in US history. You are to select one of those failures as the subject of your paper. Also note, that this is not intended to be a critique of any presidential administration past or present. Instead this is an analysis of the analytical pitfalls that led to the intelligence failure. This paper should include the following elements:

Provide an overview to set the stage about the threats and hazards this organization faces and any immediate issues or problems that serve as drivers to the desired outcome. If you are writing for a public safety, security, or emergency management division of a larger organization, describe how many staff are on the team and any other details that may influence decision-makers about allocating resources to implement your plan. Describe the strategic issues that influence the organization’s purpose and long-term agenda.
Vision statement: Describe the desired end result of your efforts five+ years from now.
Mission statement: Describe the HSEM mission for the organization.
Core Values and values statements: Describe at least three (3) core values with defining statements.
Strategic objectives: Describe at least three (3) objectives.
(Optional) Tactics or Action Items: You are not required to include tactics or specific actions or deliverables at this stage, but if you would like to include them, nest them underneath the strategic objectives that coincide with the actions.

2. Explain Sanctions against Foreign Persons as presented in Executive Order EO 12938. Describe how EO 12938 has or has not reduced the threat from WMD.
3. Compare and contrast the terms counter-proliferation, non-proliferation, and consequence management. Provide examples of each.
4. Compare and contrast the two articles in the week 3 readings by Al Mauroni. These include his 2010 article, A Counter-WMD Strategy for the Future, and his 2022 paper, Envisioning a New Strategy to Counter Great Power Use of Weapons of Mass Destruction. Has his perspective changed? In what way?
5. Do Weapons of Mass Destruction pose a threat to the United States? If so, where does the most significant threat stem from? Identify a specific nation or group and justify your selection using references.
