The United States Constitution does not vest the President with all civil power. The President may only exercise power that is “executive” in nature. So, for example, the President may not assert power that is properly considered “legislative” in nature. In order for the President to execute law properly, some law must be in existence for him to execute or enforce, otherwise, his assertion may be an unconstitutional exercise of legislative power. This understanding that the civil power is separated into distinct judicial, legislative, and executive natures is consistent with a biblical worldview because it recognizes that when God governs, He too, exercises power as a judge, as a lawgiver, and as a king (See Isaiah 33:22). God, who is perfect, can exercise all these powers justly but the framers wisely separated these civil powers from sinful huma‌‍‍‍‌‍‍‌‌‍‍‍‌‍‍‍‍‌‍‍n governors to prevent tyranny and abuse.
