Purpose: As you learned in the previous module, the Founding Fathers intended for the legislative branch to be the most active branch of government. Therefore, it is the actions and decisions of Congress that is most likely to affect our daily lives. The purpose of this assignment is for you to determine how certain actions and proposals by Congress can be achieved using the powers given to them in the US Constitution.
This is a critical thinking assignment – i.e. analyze and evaluate the information before you make a judgment. Critical thinking is one of the skills you are supposed to develop in college no matter what your major is.
This assignment is worth 20 points.

For each action or proposal, determine which members of Congress can use this power.
You only need to put one Congressional power for each question.
You can use the same Congressional power more than once.
Each question is worth 2 points.
You need to get both the “Power” and “Who has this power?” portions correct in order to get the points. Therefore, if you got the “Power” portion wrong, then the “Who has this power?” portion of your answer will also be marked wrong.
Hint: All of the questions are about a specific action Congress can explicitly take under the Constitution, therefore implied powers is not the answer to any of them.
