Rockefeller Drug Laws.  It should include the following:
-historical and legislative history of the law
-contriversal aspect of the laws in regard to minorities and low level drug offenders 
encarcerated for a long period of time
– How the laws have changed recently
– ethical opinion from a law enforcement standpoint
