The American Association of Retired Persons (AARP) is interested in developing and promoting a prevention model to combat fraud and illegal telemarketing scams against the elderly.  AARP has subcontracted a grant with the Center for Gerontology at the University of California-Los Angeles to examine the reasons why the elderly are often and easily scammed. As the director of the Center, you have been asked to develop a short 3-page survey, but AARP is leaving it up to you to choose the sampling strategy to ensure a representative sample. AARP has agreed to assist you with the recruitment of survey respondents by providing access to their fraud report database which is linked to their membership database. Four years ago, AARP established a national helpline that provides an avenue for individuals to submit fraud complaints and receive referrals and legal advocacy. With the databases, you have the ability to link individual fraud reports which include information about the type of fraud or scam, date of the report, and victim characteristics (e.g., sex, age) to AARP membership contact information which includes e-mail and mailing addresses. The contact information is not always available (although e-mail addresses are listed more often than mailing addresses) and often the fraud reports are not linked to any AARP members and therefore contact information on the fraud reports is sparse. In addition to knowing if the elderly are targets of fraud and illegal telemarketing scams, AARP is also interested if there are sex differences among the elderly where women might be targeted more often than men.
