Executive Summary: This section should be about one paragraph long. It should include an overview of the problem and how your recommended policy can address this problem. (1 point)
Context and Scope of Problem: This section communicates the policy issue and why it is a problem necessitating policy action. It should be about one paragraph long and include: (2 points)

Policy Alternatives: This section discusses the current policy approach and explains 2 proposed options (3 policy options total). It should include a section highlighting the pros and cons of each policy options. (2 points)
