It is December 2023. Frustrated by the slow pace at which Hamas has been releasing the hostages taken on October 7, a bi-partisan group of 100 members of the U.S. House of Representatives have co-sponsored the “Get Them Out” Bill. The bill would require the Treasury Department, 90 days after passage of the law, to deny any new foreign investment in the United States by an individual or company from a jurisdiction whose government was (a) hosting the leadership of Hamas at the time of the October 2023 attacks or (b) providing significant material support to Hamas in the year prior to the October 2023 attacks. The bill includes a waiver that would allow the President to waive sanctions against such a jurisdiction if the President certifies to Congress every 60 days that the government of the jurisdiction is “doing everything in its power” to secure the release of the hostages.
