Exam Instructions: You may take up to 1 hour to think about the topic and plan your response.
You should then spend no more than 2 hours writing your exam.
Your exam should be no longer than 1000 words. A good response does not have to be 1000
words.
Exam Question: Running through this course has been the question of whether, when, how, and
for what reasons the state should regulate speech, media, and communication.
With reference to such topics as fake news, defamation, obscenity, hate speech, privacy, internet
regulation and commercial speech, offer a perspective on some of following issues:
• Whether, when, and how the state should impose legal regulations on speech, media, and
communication?
• How those regulations should be structured and formulated?
• The need and policy rationale for such regulations?
• How technology is changing the nature of the problem?
• How intellectual property considerations matter?
The topics and questions are merely provided as guidelines. You of course do not need to
address them all. I am interested in your offering a well-written and reasoned reflection on this
broad topic.
In doing so, you should engage and cite to specific articles, cases, and other sources that we
have discussed in class.
You should not engage in or reference any additional research nor cite to sources not on the
syllabus.
