After a commander and staff receive and analyze as assigned mission, their next step is to start developing Courses of Action (COA) which have the potential to fulfill their objective or meet their higher leadership’s desired end state. Some of the tasks they completed as they analyzed their mission in the previous step of the Military Decision Making Process (MDMP) was to determine what actually needed to be done in order to fulfil the mission and create criteria to help evaluate the COAs they create (Department of the Army, 2022). They would have also gathered information on available resources and personnel which could be potentially involved in the mission. Based on this understanding, the Commander and staff create multiple COAs which they can later test and evaluate. During this step, it is essential the commander and staff continuously check that their products and actions are in concurrence with the higher’s intent. Commanders should be directly involved in this process to help the staff ensure the COAs they develop are feasible, acceptable based on risk analysis, suitable enough to accomplish the mission, are distinguishable from one another, and are complete (Department of the Army, 2022). Once they have thought of all appropriate courses of action, while considering the results of those COAs, they can then move on to test and evaluate those COAs to identify the most effective and efficient course that will accomplish the mission.
During this process, senior enlisted leader and command sergeants major should provide advice and assistance to the commander and staff. This can include acting as a liaison with outside entities, external units, and subordinate units. In addition to this, enlisted leaders should be familiar with and promote critical thinking and analytical tools which could help in this process. Next, the senior enlisted leaders can help with research which can include research on the environment, applicable intelligence, enemy capabilities, and internal resources and capabilities. Sergeants major can also provide outside guidance and observations. Sergeants major can act as floaters observing the staff and their COA development. Observing from the outside will also allow the enlisted leader the ability to identify cases of group think or identify if a group is moving away from the higher’s intent. Finally, the senior enlisted leader can help the commander in following up on assigned tasks and products to ensure tasks are completed in a timely manner.
