Consider yourself as a chief officer who has been assigned by the fire chief to lead the organizational planning for the organization.
A. Investigate your community’s master plan or strategic plan. Explain how the FES Organization supports the plan. If your community does not have a master plan, inquire from the city or fire department administration how the FES organization supports the overall goals of the community.
Investigate your community’s land use plan (which is sometimes referred to as the general plan). Interview a city or county planner (preferably the planning director or a lead planner who works with the general plan) and ask:
For an overview of what the expected growth is for the next 5 to 10 years.
If the safety element within the plan adequately addresses the fire mission challenges associated with the added impact of any growth.
B. Next, conduct a SWOT Analysis of your organization. Explain what methods (interviews, surveys, etc) you would use to elicit input information for the SWOT and what groups you would approach to elicit the information. Provide at least two questions that you would utilize in the survey instrument.
C. Now that you have completed the readings, you should have a better understanding of the planning tools used for organizational development. Just as with carpentry or with mechanics work, it is important to use the right tool for the right job. With that in mind please give a short description of how you would use the following planning tools: Master Plan, Strategic Plan, Budget, Operational Plan (short and long term), Mission Statement, Vision Statement, Work Breakdown Structure, Goal, Objective, and Network Diagrams. Explain how the leadership and management skills used by the FSA come together by properly using these tools. Produce a work plan for the next calendar year that addresses the key issues of your department. This should include at least 2 objectives with supporting tasks, assignments of the tasks and objectives, as well as a timeline for completion of the objectives and tasks.Your essay should be 6-8 double spaced pages in length.
