we need to spend more money on mental health facilities and less on incarcerations

talking about non violent offenders who are in jail, or violent offenders who if taken care of properly would not have acted out to where they got arrested. how we could use the money from private prisons to actually make facilities or asylums instead of overcrowding the prisons
