Manifest and Latent Goals of Social Policy

Representative “Foghorn” from your Congressional District, has proposed a policy which would require sterilization of any woman who is on welfare and has another child.  The goal stated by Representative Foghorn for this policy is that it would save money and encourage responsible sexual behavior among welfare recipients.  Foghorn has often been suspected, sometimes accused, of harboring racist sentiments.  The overwhelming majority of women who would be affected by his policy proposal are minority group members.  Discuss manifest and latent goals of social welfare policies and speculate about what these might be in the case of Representative Foghorn’s policy proposal.
