The City of Tempe has noticed that attendance at their public meetings had declined over the past 10 years. There is no clear reason for this decline, but residents have suggested some reasons through their periodic complaints to the Planning Division staff and their local councilpersons. In particular, they have expressed dissatisfaction with the times and places where the meetings were held, the services provided during the meeting (such as a lack of refreshments and childcare), and their formal, judicial and oppressive culture. Others have simply admitted that they have no interest in the issues addressed at these meetings.
Staff from the Planning division set up a booth at the Arizona Beer Festival at Tempe Beach Park to gather residents’ feedback on this issue. Staff asked residents three questions:
How long have you lived in Tempe?
About how many public meetings have you been to in the City of Tempe?
What is your perception of City of Tempe public meetings?
Staff compiled the information gathered from the booth in the following document: Tempe Public Comments

Watch the lecture “Analyzing Public Comment” to learn the art of qualitative content analysis. Your goal is to use qualitative content analysis to analyze the information gathered from the booth and draw one recommendation on how to increase attendance at Tempe Public Meetings.
Go through the following steps to accomplish this task:
Read through the open-ended responses to the survey.
Mark responses that you find particularly interesting.
Decide on a theme you would like to investigate. For example, I might want to investigate the theme “childcare”.
Use manual or word processor coding to decide which responses fit into the theme
Examine the responses that relate to the theme for internal consistency and remove those that don’t fit.
Develop 2-4 subthemes that further characterize the theme. Recheck for internal consistency. Make sure the categories are mutually exclusive. For example, I might identify the following subthemes relating to the larger theme of childcare: 1) lack of child care and 2) poor quality of childcare provided. I would add the subtheme 3) other to be mutually exclusive (cover all possible responses).
Further categorize the responses that fit under the theme into these subthemes.
Tally the subthemes and draw out one exemplary case related to the theme.
Draw one recommendation on how to increase attendance at Tempe meetings from your analysis and include at least one type of supportive evidence (e.g. a count, percentage, or quote). For example, I might draw the following recommendation from my analysis of childcare issues: “Providing childcare will encourage parents in their 30s and 40s to attend meetings. Twenty-percent of respondents in their 30s and 40s attributed their lack of attendance to a lack of childcare. One respondent exclaimed, ‘My infant daughter would be the most vocal attendee at the meeting.'”
Write a short document that includes the following information: 1) the theme and subthemes, 2) the recommendation, and 3) the evidence supporting the recommendation.
