Basic Guidelines: A position paper presents an argument about a contestable issue. In other words, you have to take a stand on something that is controversial and that others may disagree with you about. The goal of a position paper is to convince readers that your argument is valid and worth listening to and implementing. You must establish credibility in a position paper. You do this by demonstrating that you are knowledgeable about the subject/context at hand, that you have weighed the alternatives and that you support your argument with data, evidence, and reasoning. If there is a clear alternative to what you are arguing, you may want to address it specifically to demonstrate why it is problematic. Appeals to emotion are not a part of a position paper, but it certainly can be argued that things that are unfortunate or cause negative emotions can be bad. Values—your own and especially those respected by the community—are valid to raise, as long as you successfully argue for their existence/benefit and specifically link them to the position you are advocating rather than merely asserting them or expecting your audience to make the connection.Topic-
Your topic is selected for you in this position paper: Should the State of Wisconsin choose to expand Medicaid under the provisions of the Affordable Care Act?
I have given you some basic information to help you answer this question and I will be happy to furnish more as you think of specific questions. You should also be willing to use good information from reputable sources. Discerning what is a good source and what is a bad source is difficult, though, and in politics many are willing to present misleading or even false information to get you on their side or, if not, to confuse you or prompt disgust and inattention. There are reliable think tanks (e.g. Kaiser Family Foundation) and scholars that have put out information on Medicaid expansion. Data/evidence will be helpful in making your case and any paper that does not have any quantifiable evidence or any references to reputable outside sources is not going to get the best picture built.
Ultimately your choice of what to argue comes depends on the data/evidence you find, the values you respect, your reasoning, and the likely result of your choice and its opposite. The most obvious answers to this question are “yes” and “no,” but if there is a third option you would like to explore let me know. Or if anyone would like to tackle another health care-related question in a position paper, let me know and if it is a good topic I would be happy to have you write on that.
Assignment Requirements- Submit a well-crafted, typed, single-spaced essay of approximately one full page (but you should aim to be concise; if you write less than a full page I’m not sure you can do this subject justice. This essay’s first paragraph should have a clear thesis sentence that includes your position and the basic reasons that you take it. The bulk of the paper is an elaboration on the reasons for your position. This is a position paper and from the first sentence to the last it should be focused on establishing a position. Use sharp prose. Write well and clearly. Omit needless words. Write assuming that your audience consists of open-minded citizens of the state who genuinely want to take the best course on this subject and are willing to be convinced by a good argument. There shouldn’t be just one reason for the position that you take, there should be about 3-5 sub-arguments in your position paper. Use one paragraph for each major sub-argument. Anecdotes, can be effective in moderation, but keep in mind that anecdotes are just stories…they don’t necessarily capture the big picture. Statistics and data tell the bigger, more comprehensive story and an anecdote is entirely unnecessary in a position paper
Again, the promp is as follows:
Should the State of Wisconsin choose to expand Medicaid under the provisions of the Affordable Care Act?
Try to write this in a neutral perspective, if not neutral a more right leaning (political spectrum) point of view. Trying to spark up conversation with a large group based of the statistics from this paper and topic.
