Norfolk

Consider the proposed storm surge resilience plan for the City of Norfolk.  Which aspects of this plan do you think will be most successful?  Are there any aspects of the plan that raise environmental concerns?  You should use some of the research you do for this week’s Annotated Bibliography, and specific information from the assigned readings and videos to help support your answer.
