Being a financial professional in during the digital age, fourth industrial revolution can be challenging.
COVID-19 has put accounting professionals into essential front-line worker roles. Whether it’s
advocating for accounting professionals and the general public, assisting businesses to navigate the
relief provided, helping business owners and leader navigate cash flow and crisis management,
accounting professionals have had their work cut out for them this year. Add to that extended tax due
dates, frequently updated relief rules and increase in fraud.
For the SBA project, I want you to think of matters from different angles: a student in this program, a
global citizen, and external auditor, an SBA agency administrator and a politician. In these areas, what
would be your main concern, what would you use your voice and leverage your position to advocate for,
and how would you suggest risk be mitigated in the future going forward. Also, how did the rapid
response and lack of controls, checks and balances, and issues with access to capital and equity affect
which organizations received relief whether or not they were eligible or in need? Ex: Shake Shack versus
your local family owned restaurant. Share your personal point of view, current student point of view and
possible future professional point of view and use examples, etc. Share what you would like to learn
regarding personal finance, governmental funding, banking, and public administration and policies to
help you with the fiduciary duties, advocacy and governance you will have in different roles throughout
your career journey.
For two out of the following three questions, prepare a 1500 – 1700-word paper for each answer (approx. 6-7 pages double spaced). Your answers should be submitted in electronic form – as a Word document or PDF file . A paper copy is not required.
In order to show your understanding of the material, you must explicitly draw on the course readings, and where appropriate the lecture and other course-related material, covered during the semester. No additional research is expected to complete the exam. The appropriate and significant use of literature read for the course, the depth and rigour of the analysis, and the clarity of expression are among the most important criteria that will be used in assessing your answers. All references to the readings or other course material should use a standard format for citations, bibliography and (as needed) footnotes/endnotes. All pages on the take-home should be numbered. The exam is worth 30% of the final mark.
1. Discuss the impact of the New Public Management on Canadian public administration. It has been suggested that many of its features were anticipated and even muted by the implementation of the Glassco report – do you agree? Where do you see NPM’s influence currently? Is there a sense in which it has been superseded, and if so by what? What are the drivers and likely directions of administrative reform going forward – in that context, what are the likely enduring features of the NPM reforms?
2. Based on Canadian experience with administrative reform, what advice would you give to a visiting researcher from the United Nations Development Program seeking best practices with respect to strengthening the administrative capacity and democratic responsiveness of public management institutions? What does the reform tool kit look like from a policy instrument choice perspective? Discuss three lessons (positive or negative) from Canadian experience that you believe should be part of any reform initiative. From an international learning perspective, what have been the critical junctures in Canadian administrative development? What are the pressure points for the future?
3. It has been suggested that the most important administrative reform agenda, both currently and in the foreseeable future, is with respect to Canada’s Indigenous communities. Do you agree? What in your view are the components of such an agenda? Are the Indian Act and the administrative institutions related to it part of the problem or part of the solution? What are the principles that should guide reform in this complex area? Who should be involved? How would you propose moving forward?
As promised, the following five questions will appear on the final exam and the sixth question will be a surprise on the day of the exam. As stated in class, e-mails asking if these five questions will appear on the exam, what course material should be consulted to complete responses, what answers should contain, and the sort will not receive a reply.
Here are the five questions:
1. What does feminist policy analysis do when it examines public policy? What does feminist policy analysis have to say about the policy sciences as an academic discipline?
2. In the course of being crafted, a policy should ideally exhibit internal, vertical, and horizontal consistency. Describe each type of policy consistency and its importance.
3. Since implementation is a critical part of the policy process, perspectives on how governments should proceed and which instruments they should resort to have been tendered by behavioural economics, new public management, and responsive regulation. What does the concept of implementation mean? What do behavioural economics, new public management, and responsive regulation say about implementation?
4. Administrative evaluation is a highly technical and sophisticated process undertaken by governments to ensure that policies are meeting their objectives and government services are efficiently and effectively delivered. Four types of administrative evaluation can be identified: process evaluation, impact evaluation, cost-benefit analysis, and cost-effectiveness evaluation. State the elements of each type of administrative evaluation.
5. Explain the concept of policy transfer. What are the five mechanisms for policy transfer? What constitutes a successful policy transfer? What constitutes a failed policy transfer?
