When we review history of terrorist groups, we observe that governments may reach agreement with ethnic-separatist terrorist groups and are able to stop violence as a result of negotiations. IRA- UK government and ETA-Spain negotiations are some examples support this claim. However, when it comes to religiously motivated terrorist groups or left-wing (communist/socialist etc.) terrorist groups, we usually observe governments can’t reach an agreement with these terrorist groups. Negotiations usually fail or never exist. Usually governments choose approach while dealing with these groups. The long fight against ISIS and Al Qaeda can be some examples support this observation.
Why do you think it is easier for governments to reach and agreement with ethnic-separatist groups but it is extremely difficult for governments to reach and agreement with religiously motivated or left-wing terrorist groups.
