Using the Milestone Two position paper developed in Module Four, discuss who should be responsible for implementing this policyUsing the Milestone Two position paper developed in Module Four, discuss who should be responsible for implementing this policy. Be clear about who or what entity (may be an organization such as the child welfare organizations, the state, government, etc.) will be responsible for implementing the policy changes once passed into law. This information will be included in your Milestone Three.
Discuss how your agency (or a state agency, if it applies) will submit the proposed policy for input from beneficiaries. Remember that all legislation has a process for involving the public, beneficiaries, clients, targeted population with input during the legislative process. Use information from your legislative process in your state and the week two Outline.
Based on typical policy development at the legislative level in your state, determine how long it will be advertised for input, and in what manner will input be sought and communicated. Remember that all legislation has a process for advertising the legislation and how it is communicated. Refer to your state legislative process or the Outline paper for connections to this section.
Explain how advocacy has contributed to this policy change. Consider the legislation and the policy changes your organization is recommending. Describe the activities of advocacy (town hall meetings, protests, letters, demonstrations, groups, etc.) that made this policy change necessary, important, or important to address.
