This week’s discussion will explain the roles and responsibilities of HSINT in countering CBRNE threats against the homeland. An example of how HSINT can be effectively employed in the case of a CBRNE attack will also be provided.
Explain the roles of HSINT in countering CBRNE threats within the homeland.
The role of HSINT countering CBRNE threats within the homeland is mitigate the ability for outside factors to commit attacks. To do this HSINT must stand up forces such as the Joint Task Force Civil Support (JTF-CS) which was created by USNORTHCOM to respond to CBRNE attacks. JFF-CS’s role in CBRNE attacks is to deploy U.S. military forces to any domestic setting to conduct CBRNE response efforts by way of preventing injuries and suffering (n.a, 2017). Other entities such as FEMA, the FBI, and the CDC are also responsible for overlooking, providing support, creating sub-agencies to prevent and counter CBRNE attacks.
Elaborate on the responsibilities of HSINT in countering CBRNE threats against the homeland.
Four responsibilities of HSINT countering CBRNE threats against the homeland are “threat awareness, prevention and protection, surveillance and detection, and response and recovery” (GAO, 2016, p. 4). Threat awareness involves HSINT knowing the various types of CBRNE threats that exist along with knowing the countries who possess the capability to conduct attacks. Prevention and protection, requires for HSINT to communicate frequently with the Centers for Disease Control to help local and state health agencies develop courses of actions to always stay prepared in cases of emergencies (Noji, 2003, p. 53). The Metropolitan Medical Response System is a great example of a program that helps prevent potential attacks by pre-coordinating the efforts of emergency medical services, hospitals, law enforcement, and fire and hazmat agencies (Noji, 2003, p. 53). Surveillance and detection, involves the responsibility of state and local agencies staying interconnected to better communicate potential CBRNE threats (Noji, 2003, p. 53). Once suspicious activities are detected then that potential threat needs to be communicated to all law enforcement and health agencies. Response and recovery are important in that once attacks do occur that vaccines, antidotes, and medicines are readily available.
Provide an example of how HSINT could be employed most effectively if the United States suffered a terrorism-related CBRNE attack.
If the U.S. suffered a terrorism related CBNRE attack, federal agencies such as the FBI and FEMA would need to be stood up. The FBI would be the lead agency in creating a crisis plan in coordination with the Office of the Assistant HHS Secretary for Public Health Emergency (Noji, 2003, p. 54). FEMA would be responsible for investigating and responding to the CBRNE attack with disease control and medical management. The National Disaster Medical System would become employed in supplying aid, evacuation support, and hospital beds as part of the DoD and Department of Health (Noji, 2003, p. 54). With round the clock communication efforts and medical efforts, the HSINT would be effectively employed in the case of a terrorism related CBRNE attack.
