Polasia a WTO member, which is a famous exporter of SUV cars and importer of steel beams, textiles and cars, took some new measures in its trade policy, which caused its trade partner Industria, which export cars and steel beams to Polasia, threatened to initiate disputes against Polasia before a WTO panel. Polasia, imposed a sales taxes 10% on SUV cars and 35% on regular cars. In addition, Polasia implemented a tariff rate quota (TRQ) that allows for steel beams to be imported at 10% ad valorem up to 5000 tons and imposes a 35% duty for all steel beam exceeding that quota, subject to a non-automatic import license. Three neighboring countries have all been allocated a 25% share of the quota. Industria is a frequent trade partner with a market share of 50% of all steel beam imports into Polasia, alleges that these measures violate the GATT 1994.
