Introduction
McNamee, Peterson, and Pena outline some of the reasons that extremist groups and hate groups develop and sustain themselves in an online environment. As your read in the Module Notes, several organizations actively work to counter the influence of hate groups online, while the U.S. and other governments have actively worked to shut down terrorists’ access to online recruitment tools. Such efforts place into conflict two competing values, freedom of speech and public safety, and there is a great deal of controversy over how much governments can do to control what people say and do in cyberspace.
Discussion Questions
After reviewing McNamess et al. and the Module Notes, answer the following questions. This activity aligns with module outcome 2.
•    How can governments, internet service providers, and social media networks balance free expression with public safety?
•    What, if any, limits would you recommend on freedom of speech on the internet? Are you willing to give up some of your own freedom of speech to limit that of extremist or hate groups?
•    Beyond limiting free speech, what other steps would you recommend that governments, nongovernment organizations, and individual take to combat hate speech online?
